In corrupt systems, dictators maintain a small inner circle of people who help them keep control. They ensure their loyalty by making sure that people in this inner circle don't have a better opportunity somewhere else, by a) paying them well, b) eliminating competition.
This means that the people cannot get too much of the treasure, that the inner circle should be as small as possible.
Inner circle contains:
- police and army
- law makers
- treasurers.
