The election by petition gets someone elected by collecting a petition from a certain number of people, rather than running in a race against competitors. This has multiple advantages, among which limitting the number of disgruntled electors in traditional territorial elections that are usually won by slim majorities

Some practicalities :

• Have enough elected that people can find one that suits them
• get the number of votes proportional to the signature on petition
