Define team roles using RACI:

Responsible: Person who does the task. At least one person per task.
Accountable: Person answerable for completion of the job. The one who commissions and delegates the work, makes sure it's understood and done correctly. Manager. One person per task
Consulted: People who provide input and feedback on the task. They have a stake in the project.
Informed: People who are looped in the process and updated about the progress.
