Melodies usually resolve to the root or tonic of the scale. People's ear is expecting the music to finish there. They also usually start with the root.
Melodies are suspended by either the 7th or accidentals: the flat of I, III or V. It is an unstable equilibrium that teases the listener, but needs to be resolved.
