PPS, SPS and VPS are sets of h264/365 NAL units carrying configuration for decoder.
- Video PS (HEVC only) describes stream structure: layers, sub layers, operation points.
- Sequence PS are applied stream wide: res, chroma format, bit depth, cropping, profile, etc.
- Picture PS is applied per picture group (PG): entropy coding, quantization defaults, slice config. It references an SPS by ID
